Environmental Water Quality improvement and Management Project

According to the remediation results of “River and Ocean Water Quality Improvement Project II”, the length of the river severely contaminated had dropped from 459.2km to 162.8km and the number of severe pollution monitoring stations decreased from 85 to 28 stations during 2003 to October 2010, indicating continuing improvement of river quality. In addition, the demonstrative metropolitan rivers, such as Tianliao River, Jhonggangdapai, Fengshan River, and Wannien River, were remediated through measures such as sewage interception and onsite treatment to effectively improve river quality and landscape. The number of dams suffering from eutrophication also dropped from ten to three, suggesting continuing improvement of water quality in dams. Further, to reinforce emergency response capabilities to alleviate marine pollution, chemical pollution acts were established in reference to foreign measures, oil spill emergency drills are held on regular basis, and vessels that could potentially pollute the sea are routinely inspected. 87 river basins, 59 dams, 431 water wells, 19 coastlines, and 19 recreational coastal areas are sampled and analyzed every year. Over 100,000 water quality open data collected are posted online and are made available to public. This project aims to assist EPA with planning of “Environmental Water Quality Improvement Master Plan (2012-2017)“ so as to continue the “Aerobic, Odorless, Active” objective and to achieve the following goals and associated key performance indicators (KPIs): 1.River and Dam Restoration: A. 88% of DO≧2mg/L B. Ratio of mildly contaminated river segments to total river length under 76.5% C. Less than three dams suffering from eutrophication 2.Active Marine and Green Harbor: A. Emergency response equipments are ready and brought to site in four hours after being notified B. Build two green harbors 3.Water Quality Electronic Platform: A. Publish over 90,000 data B. Post over 10 relevant news In adherence to the goals listed above, the reduction of biochemical oxygen demand (BOD) is estimated at 28,900kg/day, which is equivalent to the amount generated by 724,750 people. The Project is beneficial to 11,600,000 citizens and the total cost of The Project is 8,672,840,000 NTD.
